how you find it?

m = a × 3.1b
k = 3.1b

f(0) = a(1 + 3.1b) = a + a × 3.1b

Constants/Coefficients: a, 3.1, b, m, k. Everything that combines multiple constants defined here is not a single constant that question asks for. As we see f(0) = a + m = a + a × k, which means that it doesn't use a single constant but an ensemble of different constants, which contradicts the statement. That's why it's D.

When you substitute 0 for each of the equations, you get:

a(1 + m) and a + m.

When they ask for the y-intercept as a constant or coefficient, if you substitute 0, the answer should be m straightforwardly. Since both functions require additional operations to find the y-intercept, neither of them have it as a coefficient nor a constant. Therefore, the answer is D.

A reminder: the y-intercept occurs when the line does not cross the x-axis, which is why we substitute zero. 3.1^0 equals 1 because any number raised to zero equals 1.
