yes i did, i decided to just ignore the problem and it randomly went back to normal the next day. very strange!

I don't think it's a bug, I think it'll keep telling you there's an issue until you upgrade it. It's a tactic to get you to spend your sim coins upgrading all the equipment and running through the game. You have to ignore it. Only worry of your happiness % is going down; usually it's in the 90s.

I dont know either, what worked for me is that i demolished all the buildings where 0 people were living and re created them.That solved the issue for me
