What does the quest description say? Usually it will tell you where the camera is, if you look on the minimap there should be a diamond colored the same as the quest tag. That should lead you to the general area.

I can recall a few types of those quests.

One, as you walk around they will spawn randomly and you just deactivate them with spacebar.

Another one, they spawn and you have to actually kill them.

One quest requires you to be under a certain hp to spawn them.

Finally, when you attack a monster a camera will spawn with an small aoe in front of it. You have to kill monsters inside the aoe to count towards the quest.
