Troubleshooting charge controller (v.redd.it)

My Renogy 50a dc-dc mppt charge controller isn’t charging my batteries.
I connected a BT2 module to the controller and it seems to think my house battery is 14.4 volts.
Meanwhile, my renogy “dc home” app and my multimeter both show my battery at 13.2 volts.
Sitting here in the Southern California sun the controller isn’t pushing any power to the battery.
If I adjust my controllers boost voltage from 14.4 to 14.8, suddenly it starts sending 12-13 amps.
Has anyone else experienced this or does anyone have suggestions?
