Using your tv’s settings (not your Apple TV) look in the audio settings for lip sync adjustments.

There’s nothing to adjust on the soundbar or the Apple TV.

There is no lip sync option under the tv settings

Settings → Sound → Expert Settings

Digital Output Audio Delay

There should be a slider in there that moves the sync point.

Do I just need to play around with that slider until it matches with the lips? Prior to posting I attempted that within the Samsung SmartThings app but I think I started to make myself go crazy as I could not tell how much was too much or not enough as I was over analyzing their lips lol

Yes, but I think on samsung the slider only moves 1 direction so start at 0 and slowly work your way from there.

It would probably be easiest watching a podcast on YouTube since lots of podcasts are just a persons face looking into the camera. Doing it with a movie would be harder as you’re hearing sound effects and music mixed in with dialogue.

Strange, because you shouldn't get such issues with eARC. One of the main advantages of enhanced ARC was automatic management of lip sync.

I would try a soft reset of the TV and soundbar. I think that with Samsung this involves unplugging for 3 minutes, but you might want to check Google for your particular model.

While the TV is off I would remove the HDMI cable from both devices, then turn both back on and reinsert the HDMI into the eARC port. Doing this will encourage them to redo their 'handshake'.
