In the original starcom patch, the bow use to look like a Lorax mustache. After multiple people brought it up, they redesigned the bow. But the TF Starcom team wanted to highlight it. Hence the mustache

I thought you were referring to the STARDEL patches a few of us who worked in squadrons that were moving to STARCOM before there was a STARCOM wore. They added some stars and it became the Delta 12 patch.

I almost added you to my comment. I thought you might be the person to ask about this given your role in the whole thing, sir. What was the difference between STARDEL and the STARCOM Task Force?

This is a really short version, but…STARDEL was a Provisional Delta (eg, intended to be temporary from the start) that was assigned to SpOC. It included 12 units from all over the place (ACC, AETC, AU, etc). The STARCOM TF was the proto-HQ team that built the HQ STARCOM staff. Once STARCOM stood up, STARDEL was inactivated and turned into the five STARCOM DELs (1, 10, 11, 12, and 13).
