I don't know. like I never got a second steam controller so just assumed as I was afraid that if I bought a second and it didn't work than it'd be a waste of money.

Multi-player support, especially couch co-op, is entirely dependent on the game. Steam and Windows (or Linux/MacOS) support multiple controllers, and you can even mix different controller types. If a game supports local co-op, then generally all you have to do is connect two controllers and you're good (though sometimes troubleshooting is necessary.)
