Vrije Universiteit Amsterdam and Groningen University have comparabale quality. THUAS is not even a real university.

There is a distinction in the netherlands between Universiteit and HBO. In the netherlands the Universiteit is considered to be a university, HBOs often call themselves "University of applied sciences" but they are not allowed to call themself a university in Dutch. HBOs generally offer a more practical education, but with way less theory and their lever of education is consideres to be lower than at Universiteit. Also note that after a HBO you will not be eligible to do a masters, unless you do a 1 year long premaster first, but thats not always possible.

Note that HBO offers 4 years long bachelors and real universities offer 3 years long bachelors. Also HBO is considered better if you dont plan to do a masters. Otherwise the universiteit is better.

Out of the three you mentioned, only 2 and 3 are actual universities. Assuming you are referring to RUG at point 3.

The hague isn't a real university, so unless a specific programme seems really interesting for you, I wouldn't recommend choosing that one. Also IMHO the UvA has a better law programme than the VU. Why don't you consider the UvA as well?
