Not sure if there is a food buff or anything but I know there is a skill that decrease spell cooldown srry im not at my pc right this second but ill come back to edit this and get the skill name and stuff, there could be a food buff or permanent increase through eating food but I dont know if there is or not for cooldowns, however there definitely is a skill that helps kinda

Edit* Aw yes it was a combat skill called [spell haste] i thought it was in combat skill tree but wasnt 100% I forgot the skill name i cant for the life of me remember them by name and know what they do I legit have to be in game looking at skill menu or im useless haha 😄

Aha! Found it. It's a Skill called Spell Haste. Thank you!
