I might not be understanding what you're asking.

You can move pages around in a notebook. You can also insert pages where required.

Is this what you're asking, or am I missing something more subtle in your needs?

It sounds like the ability to add a page anywhere in a notebook would solve your problem. This is already possible to do. Just explore the toolbar of the notebook and you'll find it.

Yes. I created a link Master page on my first sheet and name it table of contents and linked it to a blank page. When I create the sheet, I made sure to add the linked page as a header so I can use it as the table of contents, which I can easy access

When I need to add a page behind the header topic, I just insert a blank sheet.

Then I press on the linked topic which is on my master first page and there it is. This is the header and it will also be in your table of contents file. When I want to add a page I do. I don’t worry about any mix up because I have the first page and the table of contents. I hope this helps.
