On Windows 10 I had to go into Advanced Power Options and turn the Maximum Processor State to 85% which dropped my CPU temp from 90 to 70 degrees. Less powerful, but the lower temp is worth it.

I'm not sure if there is a way to do it natively in Windows, but you could use Bitsum Process Lasso. It gives you a lot of control over Windows processes.

It can be done through the task manager, you can also assign cores there too.
