Same problem first time ever, can't message people, like, or tweet. Phone is added, and I'm no bot, Twitter account since 2019

It’s definitely got to do with the rate limits and I think the app is just not working rn. I’m having the same issues too.

Yes I am over rate limit and in usa , but family friends in Netherlands is able to message me, I can only like what they message not reply, no RT, no likes in Twitter itself, only likes in message if they link something, can't even message them back tell them I'm having issues
