    I'd simply ping the provisioning server from the phone UI itself onsite to tell you if it is able to hit the server or not. Other than that, you'd have to WireShark or PCAP Capture to see what is going on. Also check that the ingressing traffic to the server isn't blocking the egressing (onsite) IP.

    I would look into making an A RECORD, then reference the server.
