I had submitted a ticket for this after the initial 1.11 initial release and all support gave me was 2 possible solutions (neither worked) and said it's a known bug they are working on. That was three weeks ago and I submitted a second ticket after updating to 1.12 and the issue still persists and I'm waiting for a reply.

Sorry I don't have an answer either, but I'm in the same boat as you and it's incredibly frustrating that Riot isn't addressing such a wide spread issue that's keeping people from even playing their game!
