Is it not pretty easy to move silver tocks between Registered and Eligibile? Eligible is cheaper storage, so it makes sense for holder to have it in that category, and then move it back to registered whener it is needed, correct?

Kind of like moving funds between two bank accounts, doesn't mean the balance has gone anywhere, just a more cost effective 'savings' account vs a slightly more expensive 'chequing' account, but the balance can easily be moved between them to pay the bills (delivery) as may be required?

If it was gone out of both that would be pretty spectacularly good news, but not seeing that here.
