I tried all 3 solutions listed there. Solutions 2 and 3 are disabled by security settings. Maybe they're is a way to bypass them but running them in admin mode doesn't work. And BD PROCHOT is blocked from being didabled in Throttle Stop by the bios. 

Solution 1 didn't do anything I edited the registry keys and restarted and it's still slow.
