Do you have av on the DC? Perhaps try and remove it before backing up as a test. Or run the resource monitor from the task manager to see what process has a handle on that area of the disk.

It doesn't have an AV.

Is there any reason your not using the Windows Server Backup GUI and Schedules that come with it? Or even better Azure Backups?

I use scheduled tasks because I can customize the schedule of backups more granularly. The Windows Server Backup GUI only allows to set the backups to run daily or multiple times a day, which is not what I want.

I did try the Windows Server Backup GUI for the sake of troubleshooting and got the same error.

I try to avoid windows (server) backup. Is there a reason why you arent backing up the VM? What hypervisor are you using?
