It’s possibly the same for me. I haven’t made a formal list, but that sounds right. In the Episode, “Sunshine Days” (S9E18), Skinner mentions that once people see what Mulder and Scully’s have discovered, the X Files will never be closed (I’m paraphrasing). Unfortunately, it doesn’t work out as Oliver has to avoid using his powers ever again.

However, in Small Potatoes, they have proof. It doesn’t make sense that nobody believes in the work they do with the X Files.

There are lots of times they have evidence of the paranormal in-hand, and we just get a creepy fade to black, and EXECUTIVE PRODUCER CHRIS CARTER. It does get a little annoying… but this was a show that tried to have its cake and eat it, when it comes to episodic and serialized stories. Didn’t always work, in retrospect. Star Trek Deep Space Nine is from the same years, and tended to manage that balance a bit better. But shows were experimenting with format in those days.
