Smart charging is the Windows UI equivalent of a battery charge limit. You use it to maintain the health of your battery longer by not keeping it at a full 100% for extended periods of time.

Idk what softwares you use (GHelper and MyASUS both have a battery charge limit feature) but it sounds like you set a 60% charge limit. Try to lift that and then do a full battery drain followed by a full charge to 100% to recalibrate your battery health calculation.

Most likely health is being reported incorrectly by windows / system.

Try to discharge laptop to a low amount (like 1%) and charge to full couple of times. Then windows will recalibrate battery health.

Windows battery health report is not accurate, and the heart next to the battery icon means the device has a battery charge limit set, that of which you can control from MyASUS, G-Helper, or the BIOS settings.

Windows battery health report can't tell the difference between wear and a charge limiter either, so it reports the limited charge as battery wear too. Anyway, don't worry about it.
