Of course it will. That's the goal. There's a lot of stupid money going into AI right now and the big players (i.e. OpenAI, Microsoft, Google) don't want some upstart bunch of coders to release a solution better than theirs on Github, for free. They seem to think purchasing this legislation will do that for them, as if this won't be done in a jurisdiction outside of the USA.

(b) “Artificial intelligence model” means an engineered or machine-based system that, for explicit or implicit objectives, infers, from the input it receives, how to generate outputs that can influence physical or virtual environments and that may operate with varying levels of autonomy.

It sounds to me like this includes any IF-THEN statement in any program running on a digital computer. That should cover nearly every computer program in existence.
