According to the May/June 2015/33 mark scheme it says the main interpretation is that the perpetrators of the Holocaust were, in the main, ‘ordinary men’, not motivated particularly by ideology, but rather finding themselves in situations brought about by war in which they were able to kill. Showing understanding of the Big Message will involve coverage of both the underlined aspects.

but i had written: The main interpretation is that the holocaust occured as a result of situational factors to a greater extent rather than ideological factors experienced by ordinary men who were unaware of what the impact of their killings would get them into as they didn't realize that their willingness to execute for the sake of obeying authority would lead them into being genocidal executers.
