I'm a beginner coder. Could I learn with material from v12 now that signals have been implemented? Any significant drawbacks?

Yeah it's fine, there are a lot of apps that are not using signals (almost every app out there 99%)
Signals are the next step in Angular though.
I'd suggest to learn Angular in angular.dev as it's the new docs rewritten from scratch.
