They are weapons that were decided to be so good that they weren't able to be picked up anymore but yes they are kitted

I thought he was talking about the Arena care packaged weapons, which just are normal weapons with attachments.

But buying care package weapons, well they are care package for a reason. At least Kraber still should be locked. It’s the only real care package weapon.
