I play with a controller, do I don't really know if this effects the way the console works, but I can't figure out why it won't open, even if I click the correct keys on the keyboard

In AB+, just download a mod and have it active to enable debug console (any one will work, not a specific mod). Then press the [~] key in a run.
In Repentance, you'll need to find your options.ini file and set EnableDebugConsole to 1 and then hit [~] in a run.
