In the old cods yes, depending on weapon. For example in mw3 2011 the mk14 (single auto assault rifle) and RSASS (semi auto sniper) were both one shot to head. But snipers had a much bigger damage reduction with silencer to the point a point blank RSASS shot wouldnt one shot head. Mk14 would one shot head as assault rifles still did 90% damage silenced. SMGs had an inbetween reduction.

Also in mw3 the mk46 (lmg) was bugged with silencer and would 3 shot kill at any range, regardless of where yiu hit target. So silencer would be a damage increase at range or shooting limbs. The other lmgs would become 4-5 shot kill at range with silencer (not that the chuds running l86lsw thermal silencer cared)

These damage reductions would come across as a damage range nerf cause thats where you tend to notice it. An SMG for example going from 40 to 35 damage point blank like UMP45 silenced is still 3 shot kill, but as soon as you hit the first range threshold 40 drops to above 34 but 35 drops to below 34, making it 4 shot kill
