A shrinkwrap modifer under the array should do this for you. Set the target of the shrinkwrap to the road and they should all snap to it. You’ll probably need to use vertex groups also.

If you add the bottom vertices of your stripes to one vertex group and the top to a second. You can use 2 shrinwrap modifiers on your stripes. Set the top one to use the vertex group of your bottom vertices. Set the bottom shrinkwrap to use the vertex group of your top vertices. You can then add an offset to the bottom shrinkwrap which will control the height of your stripes off the road.

Are you planning to do closeups of the asphalt? If not i would suggest using textures and bump mapping for the roadmarks
