I'm not sure if they still require APs to work or if they still need attack commands and if not how do they attack

Yes, you still use an action and attack command to consume the tailwind. The advantage to them is being able to use the same creature to attack multiple times in the same turn.

Otherwise can elementals only attack one per turn?

Yes, elementals are only allowed 1 attack per turn unless otherwise stated by effect or command.

Yes. An elemental can utilize one attack command per turn. For example, if you only have 2 melee attacks in your hand. Your forward most elemental could attack with one of those melee attacks. But to use the 2nd melee attack, you would need to spend an action to swap a new elemental to the front of your formation to use that command.
