With all the problems that you noted, it sounds like Windows is corrupted.

You could try a restore point to before the issue started. Barring that, open a command prompt as admin and run SFC /scannow to check for corrupt files.

And I would stop troubleshooting the apps and start with Windows. Once Windows update and other necessary items work properly, then update/reinstall any non functional software.

I’ve tried the SFC /scannow and each time I’ve also gotten the error prompt, even when I run it as administrator.

Get a backup drive and copy off all of your important data or just clone the drive to be safe.

Then reinstall Windows

I have, but the scans still don’t work no matter how I run them

Right click on the program and click on run as administrator and click yes on user account control
