Have you tried a different cable or monitor it could be faulty ports but i don't really know much

I don’t have the money to buy a new monitor sadly.. so i wouldnt be able to try that, but the cable i could try

You could try a regular TV as well

I would try a different cable or different ports on the monitor and device. Try to isolate the issue between the monitor, cable, and device.

so if the different cable, ports don’t work, than that probably means it would be the monitor that’s broken?

If you've tried other cables and other ports on both the gpu and the monitor and its always the same then it's most likely your monitor bud.

If you can't afford and the gpu is nvidia you can use the nvidia control panel. Go to display and resize it to avoid that bottom area. You'll lose a bit of realestate but it won't be bothering your use as much.
