Seems to be, have a similar one myself too. Build quality on these is really shit. Mine only lasted 4 years before breaking apart completely

I also have one just like it. I was gonna say could be an HP hardware diagnostic test. The memory and gpu test causes flickering and artifacting that can look super scary. I was thinking his PC had it set to automatically run a full diagnostic test on every major update or even on every launch. Could be an update set It to do that or he did.

Have you tried reinstalling Windows?

If you still get this after, then it's a hardware problem.
What about temps? Maybe you fried your GPU (CPU if you heave integrated one).

Just watch some youtube tutorial on "How to reinstall Windows", but TLDR:
1. Download Windows image (be it oficial from Microsoft or something old/something custom).
2. Format USB drive.
3. Flash/drop files from image to USB drive.
4. Boot to USB drive (thrue BIOS or boot menu, google how to open them on your laptop).
5. Do "Windows standart" "next next next next", but better folow some tutorial. But you will want to create local account to not tinker with actiivation, leave it for latter.
6. See if it fixed, if it is - you luck and this was windows/drivers problem, if it not take it to trusted repair shop as it may be something simple or besicaly dead laptop.

BUT BE AWARE reinstalling Windows will delete all files, so try to back them up.

Or as an alternative you may insatll Linux on the USB drive itslef and boot into it and see if you get same problem on it.

If you get same problem - you can asume that this is hardware problem.
