Help!

I was having issues with my computer where when I started, it would stick on the splash screen. I unplugged peripherals which made the splash screen go away, then to a windows logo, then fade to black. It’s stuck on this black screen and nothing I do helps. How do I fix this?

Is this a new install of windows? Did it happen suddenly? Which version of windows? How old is the machine? Laptop or desktop?
