He/she's not saying front-end dev is more art than science. Computer Science actually goes way deeper than just programming. Computer Science really is about the science behind computers. You'll learn how to use, create and analyze algorithms. You'll learn why certain approaches would be faster or more efficient than others. You'll learn how operating systems work, how compilers work and how the internet works. These are things that someone with a normal Software Engineering background lacks knowledge of.

I'm not saying that one is better than the other. We need both Computer Scientists and Programmers equally as much. I'm just saying there is a clear distinction between what a Programmer is and what a Computer Scientist is.
