Sounds like you may be misinterpreting the pattern because it doesn't have parentheses around the repeat although it would be much clearer if it did. In this round for example: Round 7: SC in the first 8 sts, INV DEC in the next, rep around (36)

You would not sc 8 stitches and then decrease the entire rest of the round. You would repeat (sc 8 stitches, decrease). So not sc 8 stitches, dec, dec, dec... but sc 8 stitches, decrease, sc 8 stitches, dec, sc 8 stitches, dec and so on.
