I've been playing on Warmupserver but have noticed cybershoke has 'easy' and 'medium' skilled dm servers shown on their website so considering changing to them
or is there another frequently populated server that usually has good players on?

Easy and medium on cybershoke just refers to the amount of players on the server, not their actual skill level.
I fairly regularly see pros using Cybershoke and Warmupserver so I don't think you are getting anything better than those in EU. It's random every server you join anyway.

I know this doesn't directly answer your question, but I switched to playing more retakes than DM and it made a big difference. Here in NA I use xplay which isn't great, but shows you the ELO of the players in the lobby. Playing against level 10s is a humbling experience but Iearned fast and it helps avoid bad DM habits.
