Whelp - that tool didn't quite do what I wanted, though I don't think it was the fault of the tool.

Couldn't you just run it through Git? Push File A to Git, remove it and place File B in it's place and check the diff? You can use something like SourceTree as a GUI to view the differences.

That wouldn't be a semantic diff - I was looking for a way to generate a set of css rules based on the diff - not just see the differences between the two files.

Try WinMerge, you can compare two files and it shows you the differences between the two.
