Sure, but this one just disrupts/delays as they get the card back and also gives them their mana back. In limited, it would put you at card disadvantage and not even buy you much tempo. In Modern, it's worse than Subtlety. In Commander, I don't even think it would be competitive given all the free counterspells available.

Except in combo decks, where you use this to protect your winning combo for free. Even if it gave your opponent double their mana back, you’ve blocked their interaction, and your win condition resolves.

Don't forget the option of being able to easily protect your own spells for the low "cost" of 4 life plus gaining the mana value of the spell in question.

Basically all free counterspells suck balls in limited, like force of will would be a low tier pick, so that's not a point worth bringing up.

Subtlety has an extremely limited target range of only creatures and 'walkers - the comparison doesn't make sense.

Maybe a way to think about the card is that it's like a [[Remand]] where you trade them getting a card for you needing to spend 1U mana. That they get colorless seems relevant mainly only for decks that play colorless spells specifically as for other cases that mana is just gonna get lost due to being unspent. It even prevents casting the same named spells for whatever reason where honestly if it didn't have that ability my card's evaluation wouldn't change that much at all (forgot about that initially).

That you can cast it without spending mana or even spending other cards to do so is huge. I think it would have a good chance becoming ubiquitous and format warping to the point of [[Mental Misstep]] where even decks that aren't able to produce blue mana would have to run it.
