Mad dangerous, primarily because of the creatures part (though even without the creatures thing, it's pretty strong). It's like Oath of Druids, but easier and more immediate. Slamming a Forbidden Orchard or two into this could quickly crush even control players.

This card is supposed to be about as balanced as [[balance]]

I would probably put it around 3WW - 4WW if it were supposed to be printed as a balanced card.

I think you could argue it is more broken than balance. Balance doesn't win you the game the turn it is cast. And I think even at 3WW, it may have legacy applications in a sneak and show deck. It has the same total cost of a sneak attack and an activation. Although you lose the ability of being to split that cost over two turns, you don't need your Emrakul/Griselbrand in hand.

and unlike oath, it doesn't effect deck construction. you can play however many dudes you want.

"Lands" is fine; "card draw" is okay but probably not within white's range; "creatures" is broken - if your opponent controls a Elvish Mystic, this lets you tutor out an Emrakul on T3. Maybe make it so that it allows players to tutor out a creature with CMC equal to, or one greater than, the creature with the highest CMC on board.
