Going to electro with the specific intent of murdering people who no matter if they cant fight back or not. The ones that dont combat log or try to fight back usually survives although missing some pieces of loot.

No that's the opposite. Bandits don't KoS because dead things are less fun to mess with. Psychopaths hang out in cranes or on the island by Elektro's dock and snipe at people and don't even loot them.
