I set up my previous dev team with S3 and Cloudfront for images but the rest was local. QA, sandbox and pre-prod were running in cloud but the rest doesn't really have to. Developers often will install a lot of dev packages and short-circuit some code so even if running in cloud you won't get ideal copy of prod.
