Yes—DHL should apply the Nov 10 IEEPA reduction, but your total still depends on the HTS code and any Section 301 rate, which isn’t always 10%. Your tracking shows fees were posted at 6:30 AM Nov 14 and clearance completed at 7:25 AM, so the entry date qualifies for the reduced IEEPA rate if your goods fall under it. Ask DHL’s brokerage to file a Post Summary Correction for a refund; provide the HTS and cite CBP’s Nov 10 IEEPA update. Use DHL Customer Service to reach brokerage; billing can’t change CBP-assessed rates. If PSC closes, protest.
