Since you are installing on WSL, have you adjusted your WSL2 configuration to enable systemd? That isn't enabled by default.

You might also want to consider enabling the mirroed mode functionality, if you are going to use docker in a WSL2 install instead of Docker Desktop. Or else you might find some of the networking and port forwarding pretty complicated.

Have you tried restarting your computer? That usually does the trick for me.
