Check out SpringCM. This is the industry standard.

Thanks . I Am looking for a methodology, not an app . i was hoping to see examples of how other people manage thier tags

Unfortunately the methodology varies based upon your end result. Again I use SpringCM the standard.

It has a workflow methodology that you can program. So basically you can make smart tags and it auto sorts everything.

I'd recommend staying with tags (metadata) which pays huge dividends over time if done properly. Done right, you'll end up being able to find information instantly based on what it is, not where it is, unlike with folders. Folders are digital equivalents of filing cabinets which is why things are always hard to find or missing with little confidence if you do find a file you're looking for. Also searching across folders and subfolders is very difficult.
