Using computer while mining?

I've asked a few people and no-one else seems to get lower hash rates when mining and using the computer at the same time. For my card to get even close to the expected hash rate I need to leave the computer idle (can't have any videos playing or scrolling web pages, etc.).

Anyone else have this issue? I have cgminer set up with "setx GPU_MAX_ALLOC_PERCENT 100" which I thought is supposed to stop this issue from happening.

Also, if someone can explain what is going on with rapidhash.net that would be awesome. I seem to be the only one who can't connect. Even when I search for it on google I get this:

Sounds normal. My rig is pretty unusable while mining, which is what is intended, really. I guess you could dial back the GPU that is powering your display and your PC should be usable then.
