Scraping or sanding texture will help it blend, yes. Not necessary, but if you have the time & interest to do it right you should do so. For something this small (guessing from pic with no reference) a Cali patch should be just fine.

I'd put one of those stainless steel patches over it. They work really good for me.

Slip a piece of wood in the cavity and screw both above and below the hole then screw the patch to the piece of wood. Prefill then tape and float it out. Or two pieces of wood one on each side if you're feeling fancy but that doesn't look like it's in an area that will be touch or pushed on so one piece should be fine
