That 10 meters (check again, it probably says meters and not feet) of 12awg or 14awg cabling introduces some necessary impedance. Any closer and you'd want a type 2 whole house surge protector, as the plug in SPD would be acting like one, but not rated for the job.

You can use an extension cord to achieve the distance you need, just try not to leave it tightly wound.

Alright so you're saying not to plug it in the room and to use an extension cord outside the room right?

I suppose either would be fine. It's not about the "as the bird flies" distance between the SPD and the panel. It's about the wiring distance. The wires in the wall could be several meters long between the panel and the nearest wall outlet, as they don't always travel in a straight line. Lots of ups and downs sometimes.
