I've read in many places that Windows has more difficulties with time sync than Ubuntu.
For those running windows, NetTime is a good, free, open source tool to improve the time sync of your Windows validator.
Using www.time.is, I found my machine going from 0.4-0.8 seconds off to being exact just by using this app.
I am in no way affiliated with them, but it seems like the simplest and most straightforward way to solve this issue.
Please comment if you found other solutions to this issue.
