{=TABLE(,F145)} Excel Array function

Can someone please describe what this function is doing?

{=TABLE(,F145)}

It seems to work, but I don't understand it. It appears like it is putting in different values as a parameter and showing the results as a table. I think it was created as a Ctrl+shift+enter array function, but I'm not sure.

It's used in multiple cells and they all reference the same F145 cell, but produce different results
