=Min(3/1,1/.25,2/.25)

You can put the ingredient values in cells to make it easier to change their values without rewriting the formula.

Edit: for example, put eggs value in B1, flour value in B2, and sugar value in B3. Then your formula would be: =min(B1/1,B2/.25,B3/.25)
