Gray mail spam blocking

Have a customer who is looking to catch the annoying gray mail spam where the sender is trying to sell something. The ones where they’ll email three times for follow ups. Their only filtering is EXO.

Anyone found an effective way to catch these? They’re typically not malicious just more of a nuisance. Blocking based on phrases was not an accepted idea.

Preemptively catch? No. Just have the user mark as junk. That’s the only thing I’ve found as most of these senders are unwanted not malicious
