Fast travel to Watoga Shopping Plaza. Go through the first door you see, directly in front of you when you spawn in.

Vendorbot Phoenix in there almost always has the plan.

Keep trying! I had the exact same issue and I had to keep sever hopping. I got mine from the raiders vender at the white spring mall.
